In Outlook 2003, I am getting new, unexpected behavior when I try to move a
Contact from one folder to another, which before now, has been simple to do.

But now, when I try to move a Contact, Outlook opens up a new mail window,
as if I want to send an email to the contact, which I don't.

Have I accidentally changed a setting in Outlook, causing this new behavior?
How do I correct this problem?

This is exactly the behavior you'll see if you drag a Contact to a folder
containing Mail items. Outlook will assume you want to send mail to that
contact. I suspect when you created the new folder that you didn't specify
that it should contain Contact items.
