Different USB drivers für extra PCI-USB Ports than for standard USB ports?

I am planning to buy a new extra PCI cards for additional 4 USB ports.
Do I need special, new drivers to work with these ports or are these
drivers always the same as the one for the standard USB ports which
are "built-in" on the motherboards?

Are there differences in handling under Win2000 vs Windows XP?

Are there differences in handling between PCI card based additional USB ports
and PCMCIA based additional USB ports?
