Different speeds on two computers with a router

I have a Belkin F5D5231-4 router connected to SBC DSL modem. Two
computers connect to the router. One PC is DIY PC with XP pro, athlon XP
2000+, nforce2. The other is a Dell dimension 4600 with 2.8G, XP home
(both with SP1). Both computers' built-in network cards are 10/100Mbps.
The DIY PC is considerably slow in network. It even needs a long time to
reach the config page of the router. I called in the Belkin's tech
support. They told me to adjust two computers' network cards to 10Mbps.
It helps somehow. But DIY PC is still considerably slow. Is there any
trick I have not noticed?
