Different Save results on attachments opened from email or Preview

When we open attachments from an Open email, make changes and hit the save
button, changes are made to the designated Outlook TEMP file

When we open same attachments from the Preview Pane, the attachment opens in
Read Only mode. If changes are made and the user tries to save, our DMS
prompts for new-file profile.

Although it makes sense to me why this is happening, we would like
consistency for our users.

Is there any way to make both way behave the same.

Perhaps make all attachments open READ ONLY, whether the email is open or not?

Yes, you can do this via a registry change when you use Outlook 2007;

I'm not aware of any way to make it read only when you open from the
message.
