Yes, but you'll have to unlink the header/footer in each section from the
previous one, and the color will have to be applied as direct font
formatting, since you obviously can't change the Page Number character
style.

Yes, if you first go to each section's header and turn off the Same As
Previous setting on the toolbar, then whatever change in formatting (or
wording) you make in one section will be limited to that section.
