A different %20 problem

When clicking a link that opens a new window- IE6 always seems to open a
munged URL such as:

http://www.microsoft.com%20"http://www.microsoft.com"

I do not have SP2 installed. I have installed all security updates.

This happens when I click a link in an email (sometimes), AOL IM (always),
Google "deskbar" seach (Almost always) or when typing a URL in the Address
bar (sometimes).
By address bar I mean the address bar you can get next to the start button
on the desktop- not the IE address bar.


Now, it seems to almost ALWAYS present the URL in that format (i see it
flash on the screen)- however, sometimes, IE seems to "correct" for it and
then open the right URL. Other times I end up with a 404 Error from the
site I am trying to visit. or "Bad Request" or some other such error that
is related to the %20.

I have run Spybot, Ad-Aware and unchecked "Enable third-party browser
extentions"

There is no detectable spyware, malware, virus or other rouge program
running on the system. I am re-registered the DLL'S associated with IE. I
have checked the setting for the "file type" of URL: HyperText Transfer
Protocol and the DDE entry is correct.

Anyone have any ideas?

%20 = a space. There is no problem.

Anyone with an answer other than "it doesn't matter" (when it clearly does)
