What is the difference between the two? Which should I buy for a small
office and a P4 processor?

Thank you.

The 64-bit version of Windows XP is designed to
work only with a 64-bit processor (CPU). Unless your
computers have a 64-bit processor (and I doubt they do),
you need to purchase the common 32-bit version of
Windows XP Professional for each computer.

The x64 is for 64 bit processors and applications. You likely don't have
either.

A P4 is a 32-bit processor I believe. In that case buy the 32-bit
edition. The 64-bit edition would be unusable with that processor.
