In previous versions of Word, you used to be able to insert a line break. All
I can find are page and section breaks now. Do manual line breaks exist in
Word 2007? If so, where???

Yes, they exist. Just like in previous versions of Word, you insert a manual
line break by pressing Shift+Enter.
