Well let’s see. At first I got a virus then ran a virus scan, apparently I
hit the delete all button instead of repair all. so it ended up deleting the
logon file for my computer and now it can’t get past the message even when I
put in the XP disc, maybe I’m doing it wrong.

The message says
Stop: c000021a {fatal system error}
The windows logon process system process terminated unexpectedly with a
status of 0X0000034 (0X00000000 0X00000000)
The System has been shut down

ps i have a standard dell 9100

You can probably get your machine going again by performing a repair
install.

http://www.michaelstevenstech.com/XPrepairinstall.htm

If that works you need to re-run your virus scan as there could be residual
damage.
If you are not sure that your machine is virus free, I suggest you back up
your data...
then format your drive and reinstall XP

How do you KNOW that?

Have you got a clue as to what kind of disc - IF ANY - the OP has?

You are one of those here who is dangerous: you are giving bad info
because you are replying to posts that have given insufficient info.

You probably didn't "kill" your computer ... but you may want to take it
to a reliable local computer repair shop (not a chain store's "FixItSquad").

As a first effort, restart the computer and press F8 immediately after
the initial black screen and then select "Last known good configuration."
