DictionaryBase problem

I am trying to create a strongly typed Dictionary Class but has been
unsuccessful. I am using the System.Collections namespace but I keep getting
an error when I try and debug the application.

The System.Collections namespace don't seem to have the DictionaryBase
class.
Can anyone help with this?
