Diasable Windows Installer policy setting fault

Microsoft has spoiled everything,there are settings in group policy that
don't work.
When i set Diasable Windows Installer policy setting to Enabled in Local
Computer
Policy\Computer Configuration\Windows Components\Windows Installer folder of
Group Policy
and in Drop-Down box choose Never,still i can't install software by limited
accounts.Why is that so?
