Anybody tell me how to get my Diamond Monster 3D II video adapter to work

Isn't that a Voodoo2? You know its a pass through card, you need
another card to handle 2D.
I'd suggest just doing a search on Voodoo2 and WindowsXP.

You may find a usable third-party driver for the Voodoo 2 at:

http://www.voodoofiles.com/

There are more choices there for the Voodoo 3/4/5 cards, but you may find
something worth an experiment.

As 3dfx has been dead for about three years, and Diamond gone for a bit
less, I hope that you're feeling lucky. ;-)

There where no official XP drivers released for the Voodoo 2.
You'll have to use a 3rd party driver. As far as I know, the XP
drivers for the Voodoo 2 that exist, only support Glide, and OpenGL
via a miniGL driver for games that support it. You'll have no Direct
3D support.
You can have a look at www.voodoofiles.com. Look under the
3DFX 3rd party drivers section.
