Start - run - type MSCONFIG
Click on the start up tab and note what entries are ticked and post them
here. It could be a program looking for updates, maybe even antivirus
looking for updates.

Alternatively it could be a spyware problem, rogue dialler or virus. Have
you got an antivirus? is it fully up to date and have you done a full scan
recently?

Spybot Search and Destroy is a good program for scanning for nasties like
spyware and diallers. I recommend you install that and do a full scan
aswell.

Something else you can try is to install Zonealarm firewall. This program
will alert you when something tries to connect and can inform you of what
program it is.

often asked; check this:

IE Tools Menu, Internet Options, Connections Tab, highlight the dialup
connection name in the list, choose "Never Dial a Connection". This will
prevent it from dialing out unless you explicitly trigger it by
double-clicking on the connection's icon on the desktop or in the network
connections window. This is what most users expect.

Thing is, something must be calling for the dialup at startup. I agree that
the notification can be stopped but its best to find out what is causing it
first.
