Dialup Networking error. Cannot change COM port

I installed Win XP Pro and when I set up my internet
dialup account, the computer will not let me select COM
port 2 for the modem in the settings. It just says "COM
port 1 (Unavailable)"
The modem can be queried in device manger and the two COM
ports are okay. Reassigning the COM port names does not
resolve this problem.
Celeron 1GHz, Via Motherboard and Conexant hardware
(internal) modem.

Help much appreciated.
