Dialup image download problem

Hey all,

I have a computer in my shop that is having a strange problem. The customer
is a dialup customer, and the PC refuses to download image files any faster
than about 12 - 15 kbps, flatlined, while connected at 50k. Now, other
binary files, such as tar files, download at 40-45k. Also, if I rename the
image file on the server to something other than the image extension, the
system still knows that it is an image file and throws the limit in there.
This happens to jpg, png, gif, etc. files.

This is not limited to any one program, either. I have tried IE, Netscape,
and CLI FTP. They all act exactly the same. This tends to make me suspect
the kernel, stack, or something in the registry, but I have absolutely no
idea what to look for. All the config windows in network and dialup look
correct. I have reset the internet settings to default. I have eliminated
all virus scanners/adware scanners/etc.

Does anyone have any idea what this can be?
