You mean tooltips I think

START | RUN | type 'regedit' (no quotes) & press ENTER

Navigate to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced

Create a new DWORD:

ShowInfoTip

Set it's value to 0 (zero)

Close the registry editor & reboot

Whatever you do don't use a registry cluttering, out-of-date Kelly's tweak
from her static site
