Dialler Issue with Outlook Express

I have quite a wide range of experience dealing with AV, Trojans,
parasites, diallers etc but I have not had the following experience
before. Bear in mind that the pc in question has AVG antivurus,
Lavasoft AdAware, SpyBot S&D, Spyblaster and Registry Mechanic
installed, all updated regularly and I have also run Hijack This and
no issues are flagged. Ok, so the issue is this. When connecting to
the internet through ISDN dialup (Tiscali), IE functions normally and
no additional browser panes are opened. (Google pop up suppressor is
active) and it all works just fine. Open Outlook Express and it too is
fine.
Disconnect from the Internet and open Outlook Express, the dialler
connect pop up appears on screen. if you want to work offline or you
close the window by clicking on the X button for close at the top
right hand corner and instantly you have multiple dialler boxes open
on th taskbar until eventually you get an eerror message and the MS
messenger? service crashes and Outlook Express closes. It looks like a
dialler issue but extensive searching in the registry has not turned
up any obvious problem. Thoughts any one? Pc is running W98SE.

Do you have "Dial whenever a network connection is not present" checked
in Internet Explorer - Properties - Connections?
