Dialer continues to dial

My dialer has decided to dial all of the time. It will
dial from the time I start up to the time I shut down. I
have deleted the dialer 2 times and reinstalled. I have
deleted the modem drivers and reinstalled. I have
recentally reinstalled the operating system but it was
working for a couple of weeks. I use xp professional.
When I cancel when it tries to dial, it tries again in
about 5 seconds.
