Dial Up Screen

When I first use the computer, I turn it on, wait whilst
everything loads and then double click on Outlook Express
or Internet Explorer. There is a delay of anything up to
90 seconds before the Dial Up Screen (Dial up connection
box) appears. If I come off the Internet and continue to
work offline, the next time I try OE or IE the dial up
screen appears within a second or two - as you would
expect.
This problem only occurs the first time of asking. Could
it be something to do with the Start up process?
Could anyone please tell me how to speed things up?
