Dial-up is not available in setup

We had a power failure which corrupted WindowsXP Home
Edition on my wifes PC. After reinstalling WindowsXP I
cannot recreate the dial-up connection.

When running the network set up wizard (Network
Connections/Create a new connection) I select "Connect to
the internet" then "Set up my connection manually" then
click NEXT. Only the "Connect using a broadband
connection that is always on" selection is available.
The other two choices are grayed out. I need to set up
the connection to use an internal 56k modem.

I tried both fixes in article 320558 and neither fix
worked. Please help me if you can.
