dial-up networking - networking components

when i set up a internet dial-up connection, the
networking components "Client for Microsoft Networks"
& "File and Printer Sharing for Microsoft Networks" are
disabled by default.

my customer is using the corporate dialer from mci, this
dialer dynamically creates a dial-up connection.
afterwards the start a vpn tunnel on the same virtual dial-
up interface. they have now a corporate connection, but
have no microsoft network components enabled.

how can i change the default settings/behaviour, when dial-
up connection are created?
