Dial-up downlink side dropped

I am able to connect to my ISP with dial up networking as usual for many months. I have not recently added any new programs or made any major changes.
Randomnly, after anywhere from 5 minutes to 30,the ISP stops sending me requested web pages, and of course Explorer gives me messages that web sites aren't available. That is to say, that my dial up networking icon shows that I am still connected, and when I ask for a new pages I see the 'uplink box' light up to light blue, but the 'downlink box' never light up and watching the dial-up status box I see a connection, new bytes being sent, but none being recieved.
My first reaction was this is problem with the ISP, but I have signed on in different numbers, different accounts and same problem. As well I checked with my neighbors using the same ISP and they don't have any trouble.
