Dial-Up Connection Memory Effect

I am desperate with with annoying problem. I once pulled the phone line
during the modem dials (but not finished dialing yet), I cancelled it.

Now everytime I dial the same phone number it say a message something like
"modem cannot connect because remote computer is out of order", but if I
dial another phone number it will work, how strange!

ANY help is greatly appreaciated!

(I'm now able to connect to the net now because I'm using Win 2000)

Specs:

Mobile PIII 850MHz
Windows XP Pro SP-1 (no other patch/update applied except Blaster patch)
ESS ES56CVM-PI Data Fax Voice Modem
