Dial up Connection failing.

When attempting to make a dial up connection from a
Desktop (using XP), the BT recorded message "the number
you are dialing has not been recognised, please hang up
and try again" can be heard through the moden and the
connection fails.

I know that the phone number for the ISP is correct and is
working, as I can connect using exactly the same settings
using a laptop on the same phone line (although the laptop
is using Windows 98).

Another, possibly connected problem is that double-
clicking the IE icon on the desktop, opens the default
homepage (off-line), as opposed to starting the connection
process). The connection window opens after a couple of
minutes.

Any advice would be gratefully received.
