Dial-up connection attempts to dial when connect to cable modem

My dial-up connection attempts to dial whenever I am connected to my cable
modem (I am using a laptop).

I have gone into Internet Options>>Connections and set the "Never dial a
connection" flag, but it never keeps. What should or can I do to fix this?
