Dial-in Remote Desktop

I have a PC running Windows XP that i want to setup for a
user to dial into. I can't get the modem to answer, does
anyone have instructions on doing this i tried 2
different modems and cables but no good. I must be
missing something.

Start, control panel, network connections, add a new connection, advanced,
incoming, set up the modem as an incoming device, etc.

If you've done this, with two different modems, and it doesnt work, I'm not
sure where to go from there. What kind of modems, internal/external? If
external, is the port really working?
