Yes, you'd have to manually initiate the connection, personally on dial up I
prefer to do this then I can keep an eye on what is actually connecting.
Also if you look at a software firewall, such as Kerio etc, they'll request
permission for apps to connect thereby giving even more control/insight into
connections
