DHTML pulldown menu?

I am looking to build an Intranet using a pulldown menu approach to
navigation. I need it to work in both IE and Firefox, and ideally I would do
it using DHTML. I have used a free Java tool that works, but it requires a
bit of code in every page that the menu pulls down over, which means every
page in the Intranet, and that makes delegating management of the content a
little harder.
So, the question is, can FrontPage 2005 do this natively? Or do I still need
a 3rd party tool? And if so, does anyone have a suggestion on a good one?

You really mean Java and not javascript? You wouldn't want to use the
former at all....

Java requires the user have that software on their pc (java virtual
machine).

Frontpage 2003 can't nor can Frontpage 2005 (as there is no such product!).
