I am using FP2003. I can not seem to get the underline effect to work using
DHTML Effects tool bar when the mouse is over hyperlink text. I had no
problem getting this to function in FP2002. The procedure called for is as
straight forward as it was in FP2002. What am I doing wrong?

Tools Page Options Authoring
- make sure CSS is enabled

Yes, CSS is enabled. But I still have the problem. Any other suggestions?
