DHTML Effects & Linking

Would anyone know if it's possible, once you've added a
DHTML effect to an image (click option), to add a
hyperlink before or afterwards? I've tried both as well
as a hotspot, but it would appear the effect requires use
of the hyperlink box.

I've managed to link for mouseover, but ideally I require
the image, once clicked to stay changed rather then just
on mouse over. Any help would be greatly appreciated.
