dhcp server fails on startup

Whenever I restart my Windows 2003 server the DHCP service fails to start
automatically. I look in the event viewer and I see

The DHCP service failed to initialize the database. The following error
occurred:
%%65535

I can manually start DHCP when the server is up, no problem.

One thing I noticed is that the time service failes to synch up just before
the dhcp service fails.

Event Source: W32Time
Event Category: None
Event ID: 29
Date: 1/9/2006
Time: 3:40:56 PM
User: N/A
Computer: PTEPR001
Description:
The time provider NtpClient is configured to acquire time from one or more
time sources, however none of the sources are currently accessible. No
attempt to contact a source will be made for 15 minutes. NtpClient has no
source of accurate time.


The time synchs up after 15 minutes. Could the two be related or am I going
down a wrong path.
