DHCP server does not unauthorize. And new server will not dist add

Our windows 2000 server/DHCP server does not unauthorize. You can click
unauthorize but the window just sort of locks up and nothing happens. Problem
number two is that we have a new 2000 server on the network that when you
click to authorize it, it does the same thing. And the new server will not
dist addresses even if no other server is running dhcp on the network. I am
trying to move from a 192.168.1.x net to a 192.168.10.X net and it wont allow
it. I have the settings on the 10 server exactly the same as the 1 server.
This network was a former Windows NT network and is not moved to native mode
yet. 3 more 98 machines left on network. We also have many issues with dhcp
sort of losing the dns information until a ipconfig /flushdns and ipconfig
/registerdns is done on the client or server. Any help out there would be
greatly appreciated.

Have you tried completely uninstalling the DHCP server services from
both machines and reinstalling and configuring as required?
