XP's DHCP allocator only runs if you've enabled ICS (Internet
Connection Sharing) on a network connection. If you have a router
that's sharing a broadband Internet connection, you don't need to use
ICS. If that's the case, disable ICS by right-clicking the shared
Internet connection, clicking Properties | Advanced, and un-checking
the ICS box.
If you feel that you need ICS on your computer, please post a news
group reply with a complete description of your network setup.
