When running IPCONFIG /ALL, it says DHCP is not enabled. The DHCP Client
service is started.

Are you manualy entering the DHCP? Or is it Dynamic? If it is Dynamic, you
may have to go to the properties of your Network connection to renable it. If
it is manual, make sure you enter the correct DHCP Server Address.

As for the DHCP Service, You can stop it for a while and restart it again.
