DHCP Install Problem

Hello,
I'm trying to install dhcp on a second dc in a win2k AD
and when the install progresses to:

Completing configuration of Management and Monitoring
Tools...

I get the error:
An error occured which prevented the Dynamic Host
Configuration Protocol (DHCP) component from being
installed or removed. The error was 0x80070005.

I have rdp'd into the machine as the domain administrator
and belong to the dhcp administrators group.

There are no messages in the Event Viewer. Dcdiag reports
no replication errors.

I'm stumped... Any ideas?
