After using the dhcpexim.exe, exporting one server,
importing on another server, the dhcp seems to be
confused. We've deactivated/reactivated certain scopes.
We've stopped and restarted DHCP service. We've rebooted
the server. Is there some limit on amount of scopes that
can be created? Hopefully, this is an issue that was
happening long before I did the import, but it is so
coincidental...
