DHCP (esp. command line utility, dhcpcmd)

I have a Class B network and I need a way to see all of
the IP addresses reserved throughout my infrastructure.
Something that will outout at least every reserved IP
address along with the corresponding MAC address
throughout my network.

Is there a way to use the DHCP command line utility
dhcpcmd to print all the configured reserved IP addresses
(active and inactive) and MAc addresses on a DHCP server,
regardless of the scope?

And if it cannot be done using dhcpcmd, is there another
utility, preferably comand-line, that will allow me to do
this?
