DHCP client service will not start

After upgrading a 2000 domain controller to 2003 the dhcp client service will
not start. Access denied error. everything else seems to work fine. All
upgrade procedures were followed and the upgrade had no errors. The dhcp
server service is running so I am not sure if my clients are getting service
by dhcp or not
