Device Manager's Disable Device function is not working properly

I have a situation where I need to be able to disable the serial Mouse
device. It appears to work properly when I select the Serial Mouse in
Device Manager and select disable (it shows an X over the device).
However when I reboot the device is in fact still enabled.

Does anyone know what components are required for disabling hardware
drivers?

SD,

Are you by chance using EWF? If so you'll need to commit the changes after
disabling the device and then reboot.
