The Device Manager window comes up blank when I try to check for new hardware
I just installed. However the window will populatewhen I boot up in "Safe"
mode. Any suggestions?

See this thread from a Google groups search:

If this thread doesn't help then do some reading in the links in these
Google web and groups searches. Quite a few links.

It cannot be denied that "70Skylark" <(E-Mail Removed)> clearly stated

If you've installed it, then it's no longer classified as 'new'. 'New' is
for uninstalled hardware.

Safe mode only loads up a restricted number of drivers, hence the
difference.
