Device Manager Shows Up Empty i.e. Blank Then MMC Error Data Box

Running Windows XP Sp3 with all updates.
After a recent boot up problem Device Manager stopped showing data, i.e.
when open to view devices there is nothing there except a blank page.
If left sitting for a couple minutes an error message comes up that MMC
(Microsoft Management Console) has experienced an error.
Is there any way to reestablish visibility in Device Manager without
reloading the machine.
I tried a System Restore roll back and running SFC /scannow without success.
I really don't want to reload.
The machine seems to be operating okay otherwise.

I did not have any success with this fix. It did inspire me to check the
Microsoft Knowledge base. I was not able to identify any solution there
either.

Did you just install SP3?

Device Manager and Network Connections may be blank after you install
Windows XP Service Pack 3

SP3 was installed from a single slip streamed disk, which is currently
running on two other machines. When initially installed 8 months ago it
worked fine. I believe it was functioning properly 4-5 months ago.
This is a new problem.
I am suspicious of the Norton software currently installed. Actually
suspicious of Norton at all times. What we are running is Norton System
Works.
