Device manager problem

A laptop I'm working on (XP Home) has a hardware problem that I
can't figure out. When trying to add an external mouse you get
the message "You can install only one device at a time. Another
device installation is underway, when it is finished you can try
this again."

What's up with that? Device Manager shows no problem hardware.
In this state plug and play devices don't work either. I have a
USB flash memory device that has been recognized on every other
machine except this one and it won't install either.

My searches via Google have turned up dead ends and I can find
no reference in the Microsoft Knowledgebase. Anyone have any
ideas? Is there a registry key I can delete to kill the phantom
installation process?

Any help is appreciated.
