Device manager not completely working

I have added Administration Support Tools, Microsoft Management Console, and
Device Manager to my image. After that when I click on Start / Control Panel
/ System / Hardware / Device Manager, I get the following message:

mmc.exe Windows cannot access the specified device....

MMC.exe does exist in System32.

I can access the device manager through Computer Management so it partially
works but I would like it to work this way also.

Hi clarks,

Did you include "System Control Panel" in your configuration?

You need the Hardware Control Panel as well to get Device Manager to work.
