When I right click on "My Computer"& left click on "Properties" I get a
"My Computer Properties" window with only a "General" tab & "Shortcut"
tab (no "Hardware" tab)??
Is there another way to bring up the Device Manager and a fix for "My
Computer Properties"??

To launch the Device Manger console, click Start, Run and in the box
enter:

%SystemRoot%\system32\devmgmt.msc

Click OK.

That may not work if some malicious software has disabled the things
that will help you locate and remove it, so...

Perform some scans for malicious software, then fix any remaining
issues:

Download, install, update and do a full scan with these free malware
detection programs:

Malwarebytes (MBAM): http://malwarebytes.org/
SUPERAntiSpyware: (SAS): http://www.superantispyware.com/

They can be uninstalled later if desired.

It sounds like you are right-clicking on the shortcut to My Computer. Open
My Computer, then right-click in the upper-left icon, pick Properties. What
shows now?

What SC Tom says sounds right - if you are clicking a shortcut to My
Computer instead of the "real" My Computer, and you are talking about
your desktop. Shortcuts are generally indiated by a little upward
pointing arrow in the lower left corner indicating they are
shortcuts. The real My Computer desktop icon has no such arrow.

Verify My Computer is set to display on your desktop.

Right click an empty area of the desktop, Properties, Desktop tab,
Customize Desktop, put a check in the My Computer box, click OK, OK.
(You can see there are other options here too).

Now you should see a My Computer icon (or maybe a seconds My Computer
icon) on your desktop. Use the new one without the upward pointing
arrow and delete the other one that is the shortcut.

No harm in running the scans, and I would recommend them!
