The device cannot start

From time to time I notice that my old sound card has a (!) icon in device
manager right after a system restart.

If I try to reset the device (click disable and then enable), the device
will disapear and this event is logged:

The device 'Creative AudioPCI (ES1371,ES1373) (WDM)'
(PCI\VEN_1274&DEV_5880&SUBSYS_20001274&REV_02\3&61aaa01&0&58) disappeared
from the system without first being prepared for removal.

Could this be a hardware problem or is something messed up with the drivers?
This only happens sometimes. Mostly after a very-short (less than a second)
power outage.

Windows Server 2003 Enterprise SP2, Athlon XP 1700+. Mainboard: K7VTA3
(elitegroup). Professional power supply 400W output power. All PCI slots are
in use. I have a new Audigy 4 sound card, so the old one just stays there to
keep 1 activation point.

You really should get a UPS if you frequently have power bumps.
