Same thing trying to load a modem card into a laptop.
Even updated driver to XP driver from modem manuf. website.

Well guys i see no one else has answered so i will do my
best. I work with nextel and we run into this problem alot
with some of our devices. Usually we find that there is an
irq conflict. Here is what we do.. hopefully this will
help

Depending on your model of computer go to your device
manager. You will see a yellow exclamation point or
question mark. Right click and choose properties. You
should see a resources tab.Click on the Interrupt
request/irq. Then click on the check mark that says use
automatic settings. Then choose change settings . Try to
change this to an irq that that is not conflicting. Choose
ok then choose yes.
Restart the computer and see if it fixes the problem.
