Development of Set up Files in vs.net

I have creadted a set up file for one of my projects. That project
refers two text files to load configurations. So I creatd a Folder named
"Configurations" under Application Folder and put those two text files
in. So once it is installed this program should look in to the files in
the seperate folder which is in the same parent folder as the
program.exe in Program Files.
In the program code it looks in to the files with path
"Configurations\List.txt"
But when I try to run the installed program from the Program Menu it
gives an error stating it can not find the files
"C:\Documents AND ettings\Administrator\Configurations\List.txt"
If I try this from Program Files Folder then this works.

Can any one please suggest me how I should State Paths.
