Developing Application like Photoshop

Hi,

I have a requirement wherein I have to develop application which will
have Layers like Photoshop where the user can drag drop images I
provide & then he can swap the layers over each other, rotate the
pictures placed as so on.

Finally I want the Images on the on the layer to be saved as a whole
Image file.

I am not aware of this as I have been working most of the times on
database application.

If anyone can show me a direction to achieve this type of functionality
in VB.NET, I would very greatful.

learning.
