Determine if local user account is password protected

Hello,

I am wondering if there is a way to determine from the registry if a local
account on a Windows XP Pro PC is password protected or not. Meaning that I
have selected and gone through the "Create a password" option. Also assuming
the "Use the Welcome screen" is enabled.
