Detecting proxy settings

When I try to open browser, I get 'detecting proxy settings' but it shouldn't
do that. It hangs my computer for up to a minute. I've checked the settings I
can think of (made sure that 'automatically detect proxy settings') is off,
but it still happens. Any suggestions/ideas? This only started happening
about a month ago.
